The Cortex Bio-Titan is hyper-intelligent and always one step ahead of those around it. During any encounter with the Cortex Bio-Titan, each player must declare what action they intend to do in advance, whether they wish to attack, parley, flee, or do anything else. The Cortex Bio-Titan may then act first, assuming all of that knowledge.
